Generally, there is a limited research regarding how and what kind of decentralization contributes to social development and civic services. The study in hand explores the hypothesis that the quality and prioritization of citizens fundamental needs are instrumental through improves local governance. It also reveals how former councilors perceive their role and the role of local government in ensuring civic facilities. When, where and what kind of action,authority, representation, or responsibility, is meant to be dispensed off, has also been examined from the councilor as well as technical and legal perspectives.
